Building a responsible, regulated and thriving legal alcohol industry in Uganda

The Uganda Alcohol Industry Association (UAIA) is the apex body for licensed alcohol beverage manufacturers in Uganda.

Founded in 2006 by the country’s leading producers, we serve as the collective voice of an industry that contributes billions to the national economy, employs over a million Ugandans and supports the livelihoods of millions more.

Our membership

Our membership spans the entire value chain from the sorghum and barley farmers who supply the raw materials, through to manufacturers, distributors and the retailers who bring products to market.

Every member is registered, taxed and held to nationally recognised quality standards.

Responsibility
comes first

We believe the best outcome for public health is a well-regulated market, where consumers can make informed choices. We actively promote responsible consumption and have adopted a voluntary Code of Conduct and Advertising Standards that go beyond the minimum legal requirements

Illicit alcohol is
the real crisis

With 71% of the market in unregulated hands, the single biggest threat to both public health and economic progress is illicit trade. We are committed to working alongside government, law enforcement and civil society to tackle it.

Evidence should
drive policy

Uganda’s alcohol legislation dates back to the 1960s and is long overdue for reform. We support modern, evidence-based regulation that protects consumers, upholds public health and allows a legitimate industry to flourish.

Tackle illicit alcohol

Any credible alcohol policy must begin by addressing the fact that the vast majority of alcohol consumed in Uganda sits entirely outside the regulatory framework. Illicit homebrew, counterfeit spirits and smuggled imports are untaxed, unregulated and frequently lethal. UAIA calls for dedicated legislation to register, license, certify and tax all alcohol production in Uganda

Protect revenue through smart taxation

The regulated sector already contributes over UGX 1 trillion annually to the Exchequer. Excessive tax increases on legal alcohol risk pushing more consumers towards cheaper, untaxed illicit products. A balanced excise regime encourages formalisation of the market and grows the tax base.

Modernise alcohol legislation

Uganda’s alcohol laws (the Liquor Act, the Portable Spirit Act, the Enguli Act) date from the 1960s. UAIA supports comprehensive reform that addresses the full market, including illicit producers and provides a practical enforcement framework.

Responsible marketing and underage prevention

UAIA members adhere to a rigorous, self-imposed Code of Conduct and Advertising Standards. We support government efforts to prevent underage drinking and are ready to partner on public awareness campaigns.
